[Imc-communication] What is the UCIMC?

I second gdm and skep in saying that not only portland people have that
kind of concerns about UCIMC.

In fact I do have the same (or almost I'd say) and I don't feel like being
an exception in the network and would like to see some more practical
answers than putting the discussion on ideology or whatever...
