IMHO of course it should be kept public and this ought to be
noncontroversial. If noone's used it since 2004, closing it from
subscription/posting sounds reasonable, but keeping the archives
online as part of the public record is definitely useful for whoever
wants to try to work out how we got to where we are now and where we
could go next.
i can't see any reason not to keep it.
