[Imc-communication] [IMC-Tech] proposal to imc-process

http://www.ntimc.org/ is up and running
http://wvl.indymedia.org/ is up and running.

These two sites are not being updated, but still online for archive
purposes.
My opinion is that should not be taken off the cities list.
