Dear Toya and friends,
I write to you as I have got copy of the emails about the
discussion about new IMC collectives. My name is Javi and I am the
only in the recent formed IMC collective in Paraguay that speaks
english. I am not Paraguayan, I am from Argentina and used to
live in Europe. At the end of the 2006 year I was one of the
persons that proposed to organise a local IMC and has been pushing
since then to create the site. I am working with the issue of
expansion of GM soy and the violence against the rural population.

I would like to join the meeting in the 21 as it seems that most of
the issues concerns the new website of paraguay.. But that date
does not work for me as I will be in the countryside, where there
is no internet. This is a pitty as I believe that I am the only one
that could facilitate a meeting and talk about the situation in
Paraguay, as the other people do not speak english .
I can understand your concern about the IMC network but I think
that some very important issues are not being taken into account.
The new collective of Paraguay is weak for the moment, but that is
because we are all people involved in other groups and
organisations. It will take a time for us to learn all the
technical issues and of course here the access to internet is not
so easy and that will make it harder for us to be in the network.
This does not mean that we dont know or want to communicate with
the global network . There is also the cultural issue, where
Paraguay has a oral culture of communication and it is hard for
them to write. Remember that this country is bilingual, guarani is
the mother language of the population.
That is also why we asked for a blog site .. so that we could train
us before asking to enter in the global network . And I believe
that that there were no problems to find collective to host this
blog, ( first brasil and later indybay) as this is the 4th time IMC
is trying to be settled in Paraguay and some members in the global
network know more about the situation here.
The social movements situation of Paraguay makes us in a strong
need to be in a network such IMC. There is a continuos violation of
human rights in the country and we need to build up the solidarity
network. Paraguay is a forgotten country in Latinamerica, even for
the social movements. Paraguay is suffering very strong the US
policy design and the brasilean sub imperialism. A peasant leader
is killed every 2 months and we have parapolice controlling the
organised communities. The are several paraguayan political
prisoners inside and outside the country. The recent crime law has
been changed and increases the sentences to jail for land
occupation. Meanwhile the BID; BNDES and many other banks are
investing massively to expand monocultures for agrofuel. For every
month more evictions take place of communities that have been
settled for years. That is a very brief summary of the situation, i
invite everyone to read more in la soja mata web.
But I present all this , because after reading this last
discussion, it seems obligatory for the groups joining the global
network to be full of technical skills and capacities and
understand from the first moment the scope of the global imc
network and be able to be in touch with network continuesly.
Whereas, looking on our profile, I feel that the most optimal
approach should be more humanity and consideration to the
differences, especifically to people that are learning and that are
involved in a hard situation and are strategically asking for
international coverage as we are doing for Paraguay as we know
the situation will aggravate. I believe that the this is a process
where the responsabilities enhances when the collective grows.
About the mention of external help, Xaba did a great job here in
Paraguay and for us he is great compañero. During the last months ,
he went around diverse groups and supported the whole process of
forming the IMC site. Meanwhile he began to understand the
situation here and started to cover and spread the news abroad. I
cant undertand why this is wrong, when we started to gather for the
IMC issue in december, people mention IMC as a international
network of compañeros that help each other and this is exactly what
XABA did , on a completely voluntary basis. He did a fantastic
effort during these last months, and we could even appreciate that
more foreign people could come to Paraguay, help us out with
increasing our blog, cover conflicts in the country side, helping
out to build communitiy radios for the peasant organisations etc
etc .
I hope that with this message i have been able to clarify some of
the issues that worry the people of IMC and I hope that we can
collaborate closer in the future.

This is a proposal for a meeting with the people involved with new-
imc.
This meeting has no intention of making any decisions. But just
share
thoughts and ideas related with the topics below. Although, I can't
predict if a proposal will come out of this or not. So yeah, it
might
have a proposal in the end, but no decisions will be make.
here is the summary of the thing:

date: setember 21th, friday.
Agenda: not a meeting to take any consensus or anything. But we
propose
the group reflection on the following topic:
New-IMC processes where:
1. Local IMC's recieve a site before their process is over.
2. External help (person helping a collective pass through the new
imc
process) become the liasson for the local imc's during the process.
Leading to leave the local imc's without someone from the area who
knows
other people in the network, knows how the communication in the
network
works, knows what working groups exists in the network, what
services
they provide, how to request something to them, how to participate
on
them.
3. How is this reflecting on our network: process that never gets a
resolution, no involvement of collectives on global processes and
work,
lack of communication between groups resulting on lack of resources
being shared as well as knowledge and skills.
4. Worst of all, the attacks issue, spam attacks and right wing
attacks,
as well as lawsuits against indymedia. Where we can't contact the
local
collectives, because there is no involviment in the network, know
who to
contact would be a good help in these cases (specially the legal
ones).
a bunch of reasons why make this meeting:
create spaces for free discussions where there is no intention to
make
decisions but just to think about our work and our network is very
important. The experience of the payment-discuss list, where there
was
nothing but the intention of discuss some situation and bring up a
proposal to the network, helps us reflect on our work and what we
are
building here.
The global imc network has beeing passing over a few problems,
specially
with communication.
New-imc working group has many experiences, and most people involved
here also follows other global processes.

Processo do new-imc aonde:
1. CMI's locais recebem um site antes do seu processo ter terminado.
2. Ajuda de fora se tornar o 'liasson' (ponte) para o cmi local
durante
o processo de new-imc. Deixando o coletivo local sem ninguem da
regiao
que conhece outras pessoas da rede, conhece como a comunicacao da
rede
funciona, conhece os grupos de trabalhos existentes na rede, que
servicos eles oferecem, como requisitar algum deles, como paticipar
nesses grupos de trabalho.
3. Como isso reflete na nossa rede, processos que nunca recebem uma
resolucao, nenhum envolvimento de coletivos nos processos e
trabalho da
rede global, falta de comunicacao entre os grupos que resulta na
falta de
compartilhar recursos, conhecimentos etc.
4. Pior de tudo, a questao dos ataques, ataques de spam ou da
extrema
direita, como tambem processos legais contra o indymedia. Aonde nao
conseguimos contactar o coletivo local, porque nao existe ninguem
envolvido na rede global, saber quem contactar eh uma grande ajuda
nesses casos (especialmente nos casos legais).
uma pah de razoes pra se fazer essa reuniao:
criar espacos para discussoes livres aonde nao existe nenhuma
intencao
para tomar decisoes, mas para refletir no nosso trabalho e na nossa
rede
que eh muito importante. A experiencia da lista payment-discuss,
aonde
nao tinha nenhuma outra intencao a nao ser discutir a situacao e
trazer
para a rede uma proposta, nos ajuda em refletir sobre o nosso
trabalho e
sobre o q estamos construindo.
A rede global CMI vem passando por varios problemas, especialmente
na
parte de comunicacao.
o grupo de trabalho new-imc tem bastante experiencia, e maioria das
pessoas envolvidad aqui tambem acompanham outros processos globais.
