Sorry, my previous explanation was not clear at all.

The group - the imc-cymru group - needs to go to
http://newimc.indymedia.org

and read the application form, and, before filling it, read the
documentation that is accessed through the link 'english'.

That is the first step to get into the process of being recognised as an
indymedia group. After that, imc-cymru will be able to choose between
hosting cymru.indymedia.org on its own server/s, or on a server that
another indymedia group can provide (one example would be the uk server,
which provides space to a few other indymedias, like Poland)

That group - the new imc group - is really short of people - like all
groups I know of - and most probably the only person from the uk or
proximities available for help will be myself.

It is needed that at least 5 people feel enthusiastic enough to create a
new indymedia page. And that another indymedia, preferably near you
geographically (would be either imc uk or imc bristol or imc ireland)
supports your application.
