Who is in opposition to that happening, and on what grounds? The only
grounds I can think of are the language - for many reasons, the uk site is
in english only. The main is that the collective that is responsible for
the maintenance of it is imc-uk-features, publicly archived list to which
you can all subscribe, and would be useful to see how a big site
functions. And we can't possibly maintain posts that we do not understand.
That is one of the main reasons.
But you can always have your own separate site, your own separate
database, and mir is one program that allows for different languages
(check out the global site or imc euskalherria), and still be part of the
'uk network'.

First, there needs to be a wales site inside the uk site for that to
happen. To have an internal site you need to present yourselves to the uk
network - this has been so far done in a pretty informal way, but you can
tentatively look at http://newimc.indymedia.org and follow the steps
documenting as much as you can, and when you get tired of it you can come
to us with whateve you have so far - uk process does not need to be as
strict as the global one because we can see you face to face.
