[Imc-cyprus] Ongoing issue with install on 99.3

Hi Spud:

So, we tried to start installing the 3 instances of 99.3 for the Cyprus 
folks, started with the greek site...

The issue which I think you discribed as the "hack file thing" to do 
with a file/dir called mod /mods is still there.

This means that the site installs but the admin interface is 
unreachable. This is bad. :-{

Last time you fixed this as sudo, however we would like to know how to 
do it ourselves. Could you please explain, or, if you plan on debugging 
the installer soon, so that no patching is necessary it would be good to 
know this.
