facing criticism for not living up to international standards on access to 
education, water and sanitation. 
• Democrats in Congress are laying the groundwork for a thaw in Cuba 
relations. But the effort is being kept low key, as a sudden shift in 
Cuba policy could cost both parties key votes in Florida for the 2008 
presidential election.
• A long strike by security guards at the main plant for servicing 
nuclear weapons may have left the plant vulnerable to terrorist attack.
