[IMC-docs] Changes monitoring [was: Tickets]

I am currently reviewing all changes in "Argentina", will continue to do so

I have not been checking otrs for some time. I beleive that it has been
like that since around the time that it started receiveing webnotify
updates. Maybe it has something to do with that but i cant dispose of much
time for anything right now, rest included, so that probably weighs more
on that decission.

I did not answer to Alster´s email asking for a key for loging in to
humus, i won´t either until/unless i start working with otrs again to
avoid needless doors (despite the locks).

I strongly agree with intrigeri´s proposal.
