Is it not possible to stole this information from the variable %PUBURL% (and
compare it to https://docs.indymedia.org/pub and http://docs.indymedia.org/pub) or
any variable that provides an absolute url?

Anyway, we can remove the first and third lines that seem both useless since old
users have already read them and new users just don't care about a former
existence of TWikiGuest. This should be much smaler than 3 lines with a small
font.

Also, why not move this information in the left column with a short link like 
[[https://docs.indymedia.org/view/%WEB%/%TOPIC%][Encrypt the connection]] ?
