[IMC-Docs] Deleting user accounts, tracking new accounts

Hi,

according to
https://dev.docs.indymedia.org/view/System/ManagingUsers#Removing_User_Accounts
the process to remove a user account is still the same (complicated) as
it used to be with twiki. I suggest we should therefore try to find out
whether we have a backup copy of the twikirmusers.sh script and, if so,
put this in place and test it before we go live.

I already have a couple users to delete (tickets from the old installation).

We should also configure foswiki to send copies of the 'new account
created' emails to docs at sos.idymedia.org so we may again track new
accounts and see which not related to Indymedia and should be deleted.
