I can't see any _requirement_ to touch core. Of course it would be nice
to add to its development, but there is nothing integral to an IMC that
makes it need. I agree it can be done with modules - except for IMCs
hosting their sites on servers they don't control who would need to
strip IPs in bootstrap for now - but as they don't control the server
IPs are being logged apache level anyway.
