you could try the indymedia alba install profile as a starting point
http://drupal.org/project/indymedia_alba

Note, I haven't actually used it to build a site myself yet.  I believe 
you'll have to grab it directly from CVS as there's no release tarball.  
And it uses its own custom modules rather than off-the-shelf modules 
that are typically used.  The custom modules aren't as versatile as more 
generic modules but may be more efficient at doing what they need to do.
