I'd say this is probably at least as good if not a better option than
using taxonomy.

 * While it adds reliance on modules node_queue is bound to stay the
course, actions or at least certainly workflow are so required for a CMS
I guess they are too.
 * The newswire as topic solution comes from usual Drupal (core)
over-reliance on taxonomy (it's killer app in the past imho) it's
debatable if they really are topics
 * There is fair bit of flexibility in node queues you aren't going to
get from taxonomy.

That said, the old solution. Still works, doesn't actually rely on
non-core (but for usability does need it) and could be used to break up
into multiple wire(s) too.
