[Imc-drupal-dev] Grant Proposal: 2ND DRAFT

Hi Mark, per the terms of the Knight grant everything has to be released, 
and per Drupal it would have to be released GPL, but yes we should make that 
triply clear.

On the total cost:

make that "plus thousands of volunteer hours"

Lower the total project cost if necessary but I'd put in some money and 
perhaps some IMCs would raise money also despite the commitment to volunteerism.
