In drupal you categorize content based on taxonomies (its one of
wonders of the blue drup). On start in imc-alba you have division of
content between Category (like topic) and Section (like Other media,
Commentary ect.).
Its located here: admin/content/taxonomy/list
Local and World you could make by adding vocabulary "location" and
adding terms to it. Remember that your content might be syndicated to
other websites or appear in other context than Arkansas so it might be
better to make terms "Arkansas" and texas, US, Europe, ect. instead of
Local" and "Elsewhere" becouse it will have wrong meaning out site of
your website (taxonomy terms are exported in rss too).
You display various taxonomies by filtering them in views panels.
