[Imc-finance] PASSED: Proposal A & B

Hi everyone,

CONGRATS!!!  As of Noon (GMT) July 17, 2002 we have passed Proposals A & B
-- thus empowering the Global IMC-Finance Working Group to begin
disbursements of global funds.

Several issues should be addressed by this group in parallel with our
additional duties.  IMC Atlanta offered to stand aside and not block
concensus on these proposals as long as no other groups raised concerns
about translation times; none did leading up to the decision deadline (see
http://lists.indymedia.org/mailman/public/imc-finance/2002-July/001364.html).
However, they have asked that we address the issues they raised, and we
have a responsibility to do so..  The three that are still on the table
are:

     i.    Translation timeframe;
     ii.   Sunset clause;
     iii.  IMC Finance Methodology.

I anticipate that there will still be several kinks to work out as we
begin disbursing funds; however, we have done an amazing job thus far of
addressing concerns as they arise, proposing constructive solutions, and
accomodating the sometimes conflicting desires of participants.

I also wanted to thank everyone and every IMC who has weighed in on these
two proposals.  It has taken a good bit of time to pass these proposals,
but they lay a very strong foundation for our work and have set a good
precedent.  I have taken on the position of an ad-hoc facilitator for
these two proposals; and having shepherded them through our process.  I am
excited to see other liaisons take on a facilitation role for future
proposals.

The UCIMC has received several small donations for the global fund and I
will provide updated account information soon -- we currently have about
$48,000 to disburse.

PROPOSAL A:

For making structural decisions concerning the Finance Working Group, we
will use the following the decision-making process:

1. 2-week long discussion period;
2. Week-long discussion extensions by request;
3. Clearly defined decision deadlines;
4. Posting pending working group decisions/deadlines to our summary page.

All timelines for proposal decision-deadlines will begin 3 days after the
proposal is sent to the translation list. Authors of proposals are
responsible for sending the proposal to the translation list.

All pending requests must be posted to the IMC-Finance summary page (or
its replacement) with clearly labeled decision-deadlines and funding
summaries. The summary page is located at:

PROPOSAL B:

For making fund allocations we will follow the following decision-making
timeline:

EMERGENCY FUNDING: 2 Days
REGULAR FUNDING below 500$: 1 week -- with 1 day extensions by request.
REGULAR FUNDING above 500$: 2 weeks -- with 1-week extensions by request.

All timelines for proposal decision-deadlines will begin 3 days after the
proposal is sent to the translation list. Authors of proposals are
responsible for sending the proposal to the translation list.

All pending requests must be posted to the IMC-Finance summary page (or
its replacement) with clearly labeled decision-deadlines and funding
