[IMC-Finance] support for irc servers / soutien des serveurs d'IRC

hi,

this is now passed, i guess, as there have been no objections and
several emails in support (aotearoa, cyprus, netherlands) and it is now
well past the deadline of may 7th.

how does the distribution of funds occur? should alster and i write to
financeATucimc and jason turner off list with details? it would be great
if you could reply to us and let us know.
