[IMC-Finance] current balance / process question

hi everyone,
I had some questions about a few emails that came thru the list awhile back.
First, i am on this list on behalf of the philly imc collective. the
philly imc has not met recently about global business, but is active in
editorial labor. i send periodic updates to keep people in the loop as
this list. Please consider us connected and supportive of the
imc-finance process.
I want to say thank you to everyone for the participation and work, and
I want to ask two questions.

I am concerned to learn that as of this writing the funds approved for
guatemala CMI were never disbursed. has this been addressed since timo
wrote? i would like to request that someone from urbana champaign report
back on this.
(2) second and related, i feel we need to become more systematic about
closing the decisionmaking period and moving forward with fund
disbursement. in the last few emails as well as in the past, i observe
that it seems to be difficult for those of us who do not have access to
the bank account to figure out how to do this. could we agree upon and
document a protocol for this? here are some thoughts toward such a protocol:

as far as i can see it we need something on both ends of this step --
before it, we need someone to announce that a decision period is
completed. after this, we need the disbursement to happen and we need
someone to report back to us on the status of a disbursement. Does this
sound right?
if so, i propose that the first task be taken on by the list moderator.
i am not certain who this is. according to the list info page, the
moderator's email is imc-finance-owner at lists.indymedia.org i would
propose that it makes sense for someone outside of urbana-champaign to
be the list moderator. i also propose that it would be good if we knew
who this person was. all this would need to be figured out.
the second task, as jason clarifies, must be done by the group
requesting the disbursement.
the last two steps, i propose, must be done by the treasurer of urbana
champaign (currently Jason). i would like to emphasize that i think not
only the disbursement, but the repeorting back on the disbursement, are
both necessarily the task of the treasurer.
please respond to these ideas and send any revisions or concerns. i
would like to close by again thanking everyone for their labor.
