[Imc-g8-2005] urgent re sms and other tech reporting stuff

Hi,

folks in edinburgh need to know the state of play for any sms / mms 
services that will be available either for trusted imc reporter crews of 
for public usage.

we need to know what is available - how it should be explained to people 
(ie instructiuons for use) and how it will work for back end reporting 
admin and dispatch.

also we need update on offline publishing mail to mir stuff (same questions 
as above)

we need this urgently cos flyers and infosheets need to be printed.
