the naming of the site as an imc doesn't depend on where the server is, 
but it does depend on becoming an "official" imc (see doc.indymedia.org 
for the process for becoming an IMC). as this goes i think the process 
is a good way of determining that there is local support for the 
process (instead of, as people have already pointed out on the list, 
the possibility of a 'western' led initiative that is locally 
unsustainable.

that said, my opinion is that the indymedia baghdad 'working group' 
could be a good opportunity to think about how the 'imc model' could be 
changed to be more of a network of collectives than local media 
centers. why shouldn't we support independent media projects, when the 
'collective' decides, that provide the larger network with information 
and knowledge. the caravan is maybe an early example. i think we should 
pursue funding from global imc (as well as alternate granting agencies 
and NGOs) proposing this model.

as for a website, i think all that is really needed from baghdad's end, 
from my experience, is a way to automatically publish without having to 
code a sitte or rely on someone  amillion miles away to post it. this 
wouldn't have to be open publishing though. it could be more moderated 
and still leave room for comments and feedback, in fact more, for 
instance slash/dot might be more suited (also thinking about the 
problems imc-palestine have had with spam etc).
