[Imc-katrina-convergence] Where we are now

It seems that only a small amount of momentum has built so far in  
getting a space for IMC near the survivors of Katrina.  However,  
there do seem to be at least one encampment by another group and a  
possible IMC space setup near Algiers in Orleans parrish.  There are  
a lot of different IMC people down there, but no IMC space and not  
necessarily any space for empowering katrina survivors.

make it easier to coordinate.
