I reread what was written here, and relaized I misunderstood what Gail was saying.  She did say that it wasn't written specifically, which is the assumption I was answering on.  I appologize.
I still believe that a group of people from the editorial collective can make the decision to restore, but my comments below were based on a false reading of what Gail wrote.
I appologize for that.

  Where does it say this?  Please quote it.  I agree that it does not say that deleting a post requires consensus, it also does NOT say that full formal consensus is required to restore it.  So, just like if one or two members can decide to delete, there is nothing to say that one or two members, let alone an entire group at an open meeting, can decide to restore it.
