[linksunten-technik] comment-moderation & no_mail_registration

here are two Drupal modules for linksunten.indymedia.org:

(1) No Mail Registration
Don't ask for mail addresses. We don't want to link media to mail addresses.

(2) Comment Moderation
Allows to moderate comments ontopic (unfolded) and offtopic (folded). Adds a 
permanent link labeled URL to comments. Allows user moderation with a 
threshold for offtopic comments.

Comment moderation was started by Kyle Cunningham for dot.kde.org. I took the 
code from his website

It now works but some features are still missing. Both modules are not 
thoroughly tested.
