[imc-liverpool] Proposal to create Promoted Newswire

Hi all,

There is a propoal to create a "promoted" newswire. This would mean that 
articles would have to be ticked in order to appear on the default website. 
This would mean that administrators would have the power to promote articles 
applying the guidelines even more strictly than for the newswire, giving a 
higher-quality wire of genuinely 'indymedia' style postings. These would be 
those that are posted by individuals, not groups, and which actually report 
on events or news, using no corporate re-posts and conforming to the ethic of 
non-hierarchical, grassroots campaigning on social justice and environmental 
issues.
