good idea
im not sure of all the reasoning behind it as full details of the reasons 
have not been given just health and safety which is a catch all when the cops try 
and stick there sticky fingers into the civil society pie and as a proposed 
alcohol ban is part of a possible solution i can smell there little paws on it

however it could be that the culture COMPANY ARE JUST AFTER FUNDING FOR NEXT 
YEAR

or they are a bunch of incompetents

ill try and find out more
