[imc-liverpool] updated contact page

I've updated the Liverpool Indymedia contact page to include the monthly 
meeting and to say what it's ok to contact us about (getting involved, 
help using the site, problems with any news stories)  and what is not - 
i.e. no press releases because it's not our job to put news stories up 
for other people when they can do it themselves.
