[Imc-london] changes on publish page

hi

me and maqui have been getting feedback on the publish pages from a  
couple of people.

so we've made some changes to the publish page in order to make it  
simpler for first timers http://london.indymedia.org/pages/publish-page

- we changed the order and slight wording of the text to make it  
clearer how to use the site for publishing

- we added a link to the feature writing tutorial

- we removed one link (that to the indymedia.org.uk publising guide  
pdf - as it described how to publish using the forms on indy.org.uk  
website. (there is some good content in there that could be re-used  
btw but having it as a link is confusing)

hope it's clearer for people now!
