[Imc-neworleans] Little change to layout

Anyone up for removing the latest news button at the top of the page? 

    * it function is covered by the other/breaking button further down
    * it is misleading compared to what is found
    * it is distracting from sorted content
    * removing it seems like the single easiest change the would most
      favorably effect impression of the site for visitors
