[Imc-nh-editorial] more music files

Delete them.  We've used a disproportionate amount of bandwidth this month 
and those files are where it's going.  I have no problem with purging them 
as well so they don't consume disk space, if people want.

Also, I think we should just allow editors to delete music files from the 
Media Gallery if they're not associated with an article and are not 
related to some specific political event/issue, since this appears to be 
an ongoing problem.  It'd be good to be on top of this a little quicker 
too, since our bandwidth comes donated.
