[imc-northern] [PROPOSAL] wording of statement on proposed global feature

Hi

I'm basically in agreement with these proposals. My only outstanding
concern really is the individual block put in place by someone who is
linked to the server and has had legal advice that it would be best not to
let the story run. 

I've not heard much about that lately so I'm unclear whether that's even a
live issue now - but I feel a bit shit just hanging him out to dry without
recognising (at least) that no effort to accomodate his concerns seems to
have been made by the ip-gatherers.

Beyond that, I'm interested in the adaptation of the London statement - I
think it's a big opportunity to champion the virtues of local organising
and open meetings as a way of building trust and community. It seems to me
that it's the absence of those things which has allowed the "we are
capturing your data for your own benefit" people to go so seriously
off-piste.
