[IMC-NYC-Editorial] Proposal to lower "hidden" threshold

Hey all --

Traffic is way up on the site and I think we can expect it to keep picking
up through the RNC.

It's a mixed blessing, of course. We are receiving a heavy load of
"provoction" posts and right-wing trolling.

What I'd like to suggest is to make (-1) the rating for display. If users
rate a post below (-1), then it will be hidden.

I think this is pretty easy and it will encourage users to rate up their own
stories, and those they like. The easier "hide" threshold from the number
ratings will make it easier to push down stories that don't actually violate
our moderation policy, but are written in bad spirit.

And... Some posters are hacking the numbers rating. A couple of comments
managed to get "ratings" of 24-28 in about five minutes. That is entirely
impossible without hacking. Might be worth investigating how that happens.

Moderation is strong right now. Let's keep it up.
