Yes, the guidelines could be a bit clearer on the exact distinctions we
use, and that would be good. But the most effective place to clarify the
issue, in terms of reducing region spam, is on the publish page(s),
because I doubt a region spammer stops to read the guidelines of each
region before ticking that box...
