[IMC-pgh-editorial] enable comments on j26 feature?

Sometime in January mtoups at andrew.cmu.edu assaulted the keyboard and produced:

me neither ;). i guess "make an article about the breaking news thing, then
there would be a way to make comments" would be a better way to put it.
sorry for the ambiguity. for some reason i thought you could enable
comments for the stories.
