[IMC-pgh-editorial] feature: upcoming IMC videofest

I've created a mini-feature with the announcement of an
upcoming IMC event: the videofest.

I propose we leave this at the top of the feature column
until the event happens.

We can use this template to do breaking news, IMC announcements,
etc in the future.
