[IMC-pgh-editorial] Feature proposal: electoral roundup

I think 4+ months ago is long enough to no longer be recent, but matt 
still makes a good point. Do people have ideas for articles that should be 
linked in? I made a skeleton feature for people who have admin logins, but 
please suggest stories.

I started to propose a feature just about the POG post/pre election day 
events, but I realized that there was plenty of electoral news on the 
newswire that should get featured. A lot of it gets covered in the 
mainstream press enough that it's understandable we don't feature every 
story that comes along, but it's still a gap in our coverage, with the 
elections just a little more than a month away.

I'd specifically like to include stories that discuss the utility of 
voting, stories about third party candidates, and stories about whether 
progressives should or should not vote for bush. In the last four months 
we've had dozens of stories on these topics that are still relevant. Here
