[imc-proc-facil] Forward of moderated message

We've repeatedly explained the list groundrules of imc-process to this
member.  At this point, I don't think it does any good to repeat them, and
it's an abuse of the moderation team's time to keep having to repeat the
same message to a user who seems bent on ignoring it.

I'd like to suggest that future messages by this user that violate the
group's groundrules can be discarded without going through the bother of
posting material here to imc-process-facilitate.  Obviously, messages
following the group's groundrules should still be quickly approved and
forwarded on to the list.
