[IMC-Process] imc santiago site

I would like to propose that santiago still be allowed to use the site.
They are doing a good job regardless of in network or out network.

Of course its up to the hosting collective (whoever they are). Naturally
if they aint in the network, then I'm sure they are fine being take
off the cities list.

Give em time to make arangements. I'm sure they have something cool
planned.

So sad :(
