I'm not sure, but what is the real canidate document?
I suppose this one and in English (when there is a problem with a
translation) is the good one:

It looks to me that art. 3,4 and 7 aren"t part at the moment.
Should whe accept  also these or left them out?

Point 8 is specific for a local situation, its look logical to me to
make this also so for the global network.
(but maybe this is not so for everyone?)
