[IMC-Process] IMC Kenya: deadline 18 feb

So, those deadlines would be Monday Feb 15th (not 18th as the subject 
line reads) in new-imc, followed by, all being well, a deadline of 
Monday 22nd (or Tuesday 23rd) in imc-process?

The folks in imc-kenya seem to have done a nice job so far, from what I 
can see.
