Imc-Germany steht dem Antrag auf Ausschluss von Imc-Belgien neutral bis
unterstützend gegenüber, hat jedoch in Anbetracht der Gesamtsituation
einen weiterführenden Vorschlag.

1. Zum Antrag auf Ausschluss:
Im IMC-Germany Kollektiv gibt es viele, die die Gründe für den
Ausschluss von IMC-Belgien nachvollziehen können und den Ausschluss
daher befürworten. Dies beruht zum Teil auf persönlichen Erfahrungen und
Gesprächen mit direkt Beteiligten und zum Teil nur auf den (zumeist in
Englisch) vorliegenden Texten.
Diejenigen mit direkten Erfahrungen und Gesprächen, sind eher für einen
Ausschluss, während diejenigen die nur die Texte gelesen haben sich eher
neutral verhalten. Niemand aus dem Imc-Germany-Kollektiv hat ein Veto
gegen den Antrag auf Ausschluss eingelegt.

2. Alternativer Vorschlag von Imc-Germany:
Die Landes-Seite (http://www.indymedia.be) wird zur statischen
"neutralen Seite" erklärt, auf welcher kurz erläutert wird, dass es
einen Konflikt zur Belgischen Indymedia-Seite gibt und dass diese Seite
solange ungenutzt ist, bis dieser Konflikt gelöst ist. Ein Link zu mehr
Hintergründen wäre denkbar.
Auf dieser Seite werden ausserdem die bisher existierenden lokalen IMCs
(imc-liege, imc-ovl, imc-wvl, imc-antwerpen) sowie das bisherige
Imc-Belgien gleichberechtigt verlinkt. Ein entsprechender neuer
Domain-Name sollte vom Imc-Belgien Kollektiv vorgeschlagen werden.

Begründung:
In der derzeitigen Situation gibt es zwar eine bislang überwiegende
Mehrheit von Befürwortern für einen Ausschluss, aber auch ein Veto.
Unserem Verständnis nach, werden Entscheidungen im Indymedia-Netzwerk
nicht mehrheitlich sondern im Einverständiss aller Beteiligter getroffen.
Daher ist dieses Veto zu respektieren und es müssen andere Möglichkeiten
gefunden werden, über die ein Konsens besteht. Der oben genannte
Vorschlag ist eine solche Möglichkeit.
Er trägt zum Einen dem offensichtlichen Willen vieler umliegender IMCs
dadurch Rechnung, dass das bisherige Imc-Belgien in der Form nicht mehr
weiterexistiert und nicht mehr "Indymedia" in "ganz Belgien" vertritt.
Zum Anderen berücksichtigt er das Veto und den Alternativ-Vorschlag des
IMC Cleveland.

Alle belgischen IMCs wären somit auf gleicher Ebene und müssten auch
nicht zwangsläufig miteinander kooperieren, was in Anbetracht der recht
eskalierten Situation auch schwer möglich scheint.

Ausserdem wird der u.a. vom Imc-Belgien genannte Wunsch nach direkter
Konfliktlösung unterstützt, da durch diesen Vorschlag bessere
Voraussetzungen zur Konfliktbearbeitung geschaffen werden:

    * Der Zeitpunkt der Konfliktbearbeitung/-austragung kann durch die
Beteiligten frei gewählt werden (kein Zeitdruck oder Zugzwang - Prinzip
der Freiwilligkeit).
    * Der primäre und nach aussen sichtbare Streitpunkt (die Domain) ist
neutralisiert, so dass sich auf die Hintergründe und wirklichen Ursachen
des Konfliktes konzentriert werden kann (Gegenseitiges Zuhören und
Verständnis für die Position/Interessen des anderen wird dadurch
erleichtert).
    * Alle Beteiligten befinden sich auf gleicher Augenhöhe
(Machtgleichheit).
    * Der Ausgang, d.h. die Ergebnisse einer Konfliktlösung sind offen
und werden durch die Beteiligten selber bestimmt (keine festen
Lösungsvorgaben).

Wenn dieser Vorschlag angenommen wird, sind nur noch folgende Punkte zu
klären:

    * Wer übernimmt die Gestaltung der entsprechend statischen Seite:
"http://belgium.indymedia.org" ?
    * Welche Domain bekommt das bisherige Imc-Belgien ?

...und mittel- und langfristig:

    * Wie kann dem Konflikt zwischen den Beteiligten Personen die in den
belgischen IMCs engagiert sind konstruktiv begegnet werden ???

Imc-Germany schlägt zunächst vor, diesen Vorschlag als ersten Schritt zu
einer zukünftigen Lösung aufzufassen. Wir möchten vor allem die direkt
beteiligten IMCs bitten, sich bis zur bisherigen Deadline (7.5.2005) zu
äussern oder diese entsprechend zu verlängern.

Wie vom Imc-Cleveland und auch anderen Stimmen im Netzwerk zu vernehmen
ist, sind langfristige kreativ-konstruktive Lösungen für den Umgang mit
solchen Konflikten gefragt...

Imc-Germany's opinion to the disaffiliation proposal varies from a
neutral to a supported position, but, because of the situation in
general, would like to make a continuative proposal.

1. Concerning the Disaffiliation proposal:
Many volunteers of Imc-Germany understand the reason for the proposal to
disaffiliate Imc-Belgium and therefore support the proposal. This is
partly based on personal experiences and talks with people involved and
partly only on availably (mostly english) texts. These volunteers with
direct experiences and talks tend more to the disaffiliation, as
volunteers who just read texts about the conflict tend more towards a
neutral position. No volunteer of Imc-Germany put a veto against the
proposal, though.

2. Alternativ proposal of Imc-Germany:
The belgium imc website (http://www.indymedia.be) becomes a static
"neutral website", with a short explanation that there is a conflict and
that this page will be not used otherwise until this conflict is being
solved. A link to background information on it could be thinkable as
well. Additionaly links to all local belgium imcs (imc-liege, imc-ovl,
imc-wvl, imc-antwerpen, etc) and to the present Imc-Belgium should be
placed on this page equally. Imc-Belgium should propose a new domainname
for their collective.

Reason:
In the current situation there is so far a majority in support of the
disaffiliation, but there is also one veto. To our understanding,
decisions in the Indymedia-network are not made by majorities, but in
consensus of all participants. Therefore we have to respect the veto and
we must look for alternatives to reach consensus. The proposal,
mentioned above, is such an alternative. First of all it allows the will
of many surrounding Imc's for an end of the present Imc-Belgium and that
it doesn't represent "Indymedia" in all of belgium (because of the URL).
Second of all it considers the veto and the alternative proposal of
Imc-Cleveland.

Thus, all Imc's in belgium would be on the same level and they wouldn't
inevitably need to cooperate with each other, and in this situation,
seems hard to imagine that it would be possible.

Furthermore the alternative proposal supports the wish from Imc-Belgium
for direct mediaton, because it brings better requirements for a real
conflict resolution/transformation in the future.

    * the time and date of conflicthandling/-processing is up to the
involved ones (no pressure of time)
    * the primary, and from the outside visible contentious point (the
domain) is neutralised, so people can concentrate on the backgrounds and
real issues of this conflict.
    * all people who are involved in the conflict are on the same eye
level (equality of power).
    * the outcome, i.e. the result of the solution of the conflict is
kept open and is up to all who will be involved

If everyone accepts this proposal, the following points need to be
clarified:

    * who is responsible for the design of the static website:
"http://belgium.indymedia.org"?
    * which (sub)domain gets Imc-Belgium?

...medium- and longterm perspective:

    * how can we approach this conflict, including all wanting and
involved volunteers in all belgium Imc's on a constructive basis???

Imc-Germany wants this proposal to be understood as a first step towards
a following solution. We would like to ask all directly involved Imc's
for their opinion on this until the deadline (7th may) or to extend the
deadline if needed.

Face à la demande d?exclusion de Imc Belgique, les activistes de
Imc-Germany se comporte neutre ou soutiennent l?exclusion. Mais en tout
cas nous aimerions vous faire une suggestion pour aider solver le
conflit actuel.

1. La demande d'exclusion: Parmi les activistes allemands, il y en a
beaucoup qui peuvent comprendre la demande et qui donc va la supporter.
Cette decision est fondée soit aux expériences et entretiens personnels
soit à la lecture des textes distribués. On pourrait dire que ceux qui
on ont fait des experiences personnelles supportent l?exlcusion, tandis
que ceux qui n'ont lu ceux que les textes sont plutôt neutre. En tout
cas personne de Imc-Germany n'a mis un veto à la demande d'exclusion.

2. Proposition alternative de Imc-Germany:
Le site national (http://www.indymedia.be) va etre declaré comme neutre
et statique. On décrit le conflict et écrit que ce côté sera statique
jusqu'à la solution du conflict. En plus un link sur un autre site
décrivant les arrière-plans sera praticable. Les IMCs locaux belges
(imc-liege, imc-ovl, imc-wvl, imc-bruessels ?) et le ancien Imc-Belgique
ont des links sur ce site statique et sont ainsi egal en droits. Ca veut
dire que les activistes de Imc-Belgique vont proposer un nouveau nom
d?un domain.

Justification:
Face à la situation actuelle, il y a certes une majorité pour une
exclusion, mais également un veto. Le Indymedia network veut pas prendre
des décision à la majorité, mais par consentement mutuel. Ca veut dire
qu?il faut respecter ce veto et trouver une autre solution.
Notre suggestion prend compte d'une part la volonté évidente de beaucoup
d?activistes qui veulent pas que le Imc-Belgique continue en forme
présente en répresentant toute la Belgique. D'autre part, cette
proposition d?une site statique va respecter le veto et la suggestion
alternative de IMC Cleveland.
Tous les IMCs belges seraient ainsi egal en droits. En plus ils ne
devraient non plus coopérer entre eux, un fait qui est bien compliqué
dans cette situation.
En outre, entre autres le désir spécifié par le Imc-Belgien de solution
au conflit directe est soutenu, puisque par cette proposition de
meilleures conditions sont créées concernant le traitement de conflit :

    * Le moment -austragung/traitement de conflit peut être choisi
librement par les participants (pas de course contre la montre ou
contrainte de train - principe du volontariat).
    * Le litige primaire et visible à l'extérieur (les Domain) est
neutralisé, de sorte qu'on peut concentrer sur les arrière-plans et les
vraies causes du conflit (écouter mutuelle et la compréhension de
position/intérêts de l'autre sont facilitées ainsi).
    * Tous les participants se trouvent sur une même hauteur d'oeil
(égalité de pouvoir).
    * La sortie, c.-à-d. les résultats d'une solution au conflit est
ouverts et est déterminée par les participants lui-même (pas de normes
de solution fermes).

Si cette proposition est adoptée, les points plus que suivants ne
doivent être clarifiés :

    * Celui qui se charge de l'organisation du côté en conséquence
statique: "http://belgium.indymedia.org" ?
    * Quel Domain obtient-il le Imc-Belgien précédent ?

...und long terme et à moyen :

    * peut comme le conflit entre les participants les personnes qui
sont engagées dans les IMCs belges sont rencontrées de façon constructive

Le Imc-Germany's propose d'abord de comprendre cette proposition comme
première étape concernant une solution future. Nous voudrions demander
surtout aux IMCs associés directement de nous prononcer jusqu'à la ligne
de mort précédente (le 7.5.2005) ou de prolonger en conséquence ceux-ci.

Comme il faut entendre par le Imc-Cleveland et également d'autres voix
dans le réseau , des solutions creativ-constructive à long terme pour
l'utilisation de tels conflits sont demandées...
