We, the IMC Germany collective, renew and clarify our alternative
Proposal
(http://lists.indymedia.org/pipermail/imc-process/2005-May/0507-go.html),
now including a deadline:
June 7th, 2005 !
We thereby adjust/concretize it, according to the current state of
discussion on imc-communication and BLOCK the Proposal made by the
indymedia.be collective
(http://lists.indymedia.org/pipermail/imc-process/2005-May/0507-vj.html).

1.
Adjustments/concretion of our Proposal

1.1.
The web site the "http://belgium.indymedia.org/" URL points to is going
to be a *static* page on which *all* IMCs in Belgium are linked
*equally* until the conflict is solved and a new rule on how this domain
is used has been found.
This does not mean, that the subdomain is given away for ever, but that
it remains temporarily "neutral"! <br>
Proposed Procedure: The static site should be administrated by an
non-belgium imc-collective. The discussions about the design of the site
can be done in June, so that the site would work in the beginning of July.

1.2.
The current Indymedia.be collective will choose a new name (based on
locality, topic or similar). The new name has to clarify that this IMC
is on the same level as the other belgium IMCs and is not in competition
with them. The renamed IMC will (on request) be assigned a new subdomain
according to this name ("NAME.indymedia.org"). This IMC is linked on the
static site equally.

1.3.
The indymedia.be collective will quit presenting themselves as
"Indymedia Belgium", because it is undoubtfully proven, that it does not
represent all belgium indymedia activists and collectives.
This will last until a new solution is possibly found.


*Reason:*
In our idea, a national IMC can only be such, if it represents all of
the different IMCs in the country in an equally biassed way, or at least
if all IMCs accept it's role as a national representative (or umbrella-imc).
If this is not so, one IMC must not represent another and must not be on
a hierarchically higher level (national vs local) than the other(s),
i.e. all IMCs need an hierarchically equalized basis.

In the past years, the indymedia.be collective has definitely had a
higher hierarchical position, having (exclusive?) administrative
priviledges on the http://belgium.indymedia.org/ web site and by calling
themselves (and presenting themselves as) 'Indymedia Belgium' (which
would cause an unsuspecting Indymedia user expect that it equally
represents all the IMCs in belgium and that it is accepted by them).

As a result, the network, first of all, has to end this imbalance and
provide a fair basis for further clarification of the situation and
communication (via mediation, direct negotiations or whatever) between
the IMCs involved. A syndication web site may be the outcome of this
communication.
The hereby proposed changings of the setting can and should happen as
fast as possible and can be done online.

Once again, we would like to stress the fact that we see a "neutral"
http://belgium.indymedia.org/ URL and the restriction that for now and
until the conflict is solved, no IMC may entitle itself "Indymedia
Belgium" as the most important part of our proposal!

We are very conscious of the fact that this necessarily means that both
(all) parties have to make a (big) step towards each other's positions.
But only through this, all belgium IMCs will be on an equal level, which
will provide the best basis for further attempts towards conflict
resolution. If steps should not be taken, we doubt that there is a
realistic chance for further negotiations or even solutions.

2.
BLOCK of the proposal of the indymedia.be collective
We think that it does not bring us any further towards a solution, if,
during a possible attempt of mediation, the belgium.indymedia.org domain
remains to be used as it is used now. The indymedia.be collective would
still be the collective representing "Indymedia" in Belgium and in fact
would be in a higher hierarchical position than the other collectives.
This aspect spans across the whole _profile_ of the indymedia.be
collective, doesn't matter on what URL.

In our opinion, the indymedia-be-collective, as they do in the moment,
do not represent Indymedia in the whole country of belgium.

Hierbei verändern/konkretisieren wir ihn, entsprechend des derzeitigen
Diskussionsstandes und BLOCKEN den Vorschlag des indymedia-be-Kollektivs

1.
Anpassung/Konkretisierung des Vorschlags: <br>

1.1.)
"belgium.indymedia.org" wird eine *statische* Seite, auf der *alle*
belgischen IMCs *gleichwertig* verlinkt sind, bis der Konflikt gelöst ist.
Das bedeutet nicht, dass die Domain vollständig abgegeben wird, sondern
dass sie temporär "neutral" ist! <br>
Vorgeschlagene Vorgehensweise: Die statische Seite sollte von einem
nicht-belgischen IMC-Kollektiv verwaltet werden. Die Diskussionen um das
Design der Seite können im Juni stattfinden, so dass die Seite Anfang
Juli "ihre Arbeit" aufnehmen kann.

1.2.)
Das bisherige Indymedia-Be-Kollektiv gibt sich einen neuen Namen (lokal,
thematisch oder was auch immer) und erhält bei Bedarf eine entsprechende
domain: "NAME.indymedia.org", der entsprechend auf der statischen Seite
verlinkt ist. Aus dem neuen Namen muss ersichtlich werden, dass es auf
gleicher Ebene wie die anderen belgischen IMCs arbeitet und den
bestehenden IMCs keine direkte Konkurrenz macht.

1.3.)
Das bisherige Indymedia-Be-Kollektiv unterlässt es sich in seinen
Selbstdarstellungen als "Indymedia Belgien" zu bezeichnen, da es
unzweifelhaft nicht alle Belgischen Indymedia-Aktivist/innen und
Kollektive vertritt. Dies gilt ebenfalls solange, bis möglicherweise
eine (andere) Lösung gefunden wird.

*Begründung:*
Ein Landes-IMC kann unserem Verständnis nach nur dann ein solches sein,
wenn es alle in dem Land tätigen IMCs im gleichen Maße repräsentiert
oder zumindest von allen lokalen IMCs in dieser Rolle akzeptiert wird.
Wenn das nicht der Fall ist, kann ein IMC nicht andere vertreten oder
hierarchisch (Landesebene - Lokale Ebene) höher stehen, d.h. alle IMCs
brauchen die gleiche hierarchische Ausgangsbasis.

Bisher hat das indymedia.be-Kollektiv durch die ihm vom Netzwerk
eingeräumten Verwaltungsrechte über die belgium.indymedia.org Domain und
der über Jahre andauernden Selbstdarstellung als 'Indymedia Belgien'
(von dem Indymedia-Nutzer erwarten würden, dass es alle IMCs in Belgien
im gleichen Maße repräsentiert und akzeptiert ist) eine hierarchisch
eindeutig höhere Stellung.

Das Netzwerk muss also zuerst dieses Ungleichgewicht aufheben und somit
eine faire Basis für eine weitere Klärung (per Mediation, direkter
Verhandlungen oder auf anderem Wege) zwischen den verschiedenen
belgischen IMCs zu schaffen. Eine Syndikationsseite kann dann ein
Ergebnis dieser weiteren Gespräche sein.
Die von uns vorgeschlagenen Änderungen können und sollten jedoch sobald
wie möglich online umgesetzt werden.

Wir möchten unterstreichen, dass uns die "Neutralisierung" der URL:
belgium.indymedia.org (sowie die Tatsache dass sich kein IMC "Indymedia
Belgien" nennt, bis der Konflikt gelöst ist) den wichtigsten Teil
unseres Vorschlages darstellt!
Wir sind uns sehr bewusst, dass dies bedeutet, dass beide (alle)
Parteien einen (großen) Schritt aufeinander zuzugehen haben. Aber nur
hierdurch wären alle belgischen IMCs auf einer gleichen Ebene, was die
beste Basis für zukünftige Anläufe zur Konfliktbearbeitung/-lösung
bietet. Wenn diese Schritte nicht gegangen werden, sehen wir nur keine
wirkliche Chance für weitere Verhandlungen oder gar Lösungen.

2.
BLOCK des Vorschlags vom imc-Belgien
Wir halten es für mehr als kontraproduktiv, dass die Domain
belgium.indymedia.org während einer möglichen Mediation wie bisher
weiter genutzt wird und somit das indymedia.be-Kollektiv weiterhin das
"Indymedia" in ganz Belgien repräsentierende Kollektiv mit eine
hierarchisch höheren Stellung gegenüber den anderen IMCs in Belgien
wäre. Dieser Aspekt bezieht sich auf die gesamte Selbstdarstellung des
Indymedia-be-Kollektives, egal auf welcher URL.
Unserer Meinung nach präsentiert das derzeitige indymedia-be-Kollektiv
in der jetzigen Form nicht Indymedia in Belgien als Ganzes.
