In terms of keeping comments visible, I think the way to do it is:
Site Admin > Rating > Comments > Display Threshold
...and reduce the Threshold to something below zero. (Although it's
confusing as there are a lot of similar options.)
Changing the threshold sounds ok to me. It would let people express
disagreement with numpties without causing confusion by breaking the
thread of a discussion.
There might be a bit problem with the definition of "offensive" though.
Should it mean offensively stupid, obvious trolling, hate speech, or
advocating something offensive? I also think that Comments which are
known to be untrue should be removed (specific example I have in mind
would be the peddling of racist myths about asylum seekers.)
I think that the Editorial Guidelines already cover a lot of the
situations under "offensive" and it might be worth making the connection
more explicit, i.e. by linking to the guidelines from the comment form.
So in terms of the proposal I would propose a friendly amendment to:
"comments are not hidden unless they breach the editorial guidelines. If
so, they may be hidden by an editor."
A placeholder "Comment removed for being infactual / abusive" notice
would be nice but probably technically difficult.
