To change the order blocks appear in a region on the block admin page:

http://scotland.indymedia.org/admin/build/block

click and hold the 4-headed arrow icon and then drag them up and down.
This is used for changing the order of lots of things in drupal. Prior
to 6.x it instead used numerical weights, but that becomes a bit fiddly.

This will require changes to the theme.

Basically you look at the code the site generated and see that these
aggregator blocks are enclosed in divs that specify an ID (for example
<div class="block block-aggregator" id="block-aggregator-category-1">)

The heading is an h2 element, so i think this works:

#block-aggregator-category-1 h2 {
  background: some_pretty_color;
  text-color: white;
  etc
}

Changing themes without ssh access isn't possible at the moment. I'll
work on theming these like the coloured sections above them.
