The error page says "too many connections to database", which I think means
that the server is getting hammered.

That doesn't say what's responsible. It might be:
* the whole server is under heavy load
* someone's trying to spam / denial of service us and battering the captcha
test
* a hundred other things beyond my comprehension

It is possible to get through to the pages with some patience.
