[imc-scotland-discussion] lets update the editorial policy!

Attached is a revised draft of the editorial policy that was emailed to
this list months ago. Our old policy is outdated, and desperately needs
changing!

I think, to keep things moving forwards with indymedia, we should get
this new policy done by the end of the month :)
