[imc-scotland-discussion] Site changes

Hello fellow indymedioids,

I have done some updates on the scotland.indymedia.org site:

* Upgraded drupal to version 6.10, which has some security fixes.
* Enabled the rss article import feature mentioned previously. It is
currently importing articles from the burgh angel. They will go into a
moderation queue and editors can either delete them (if they are not
suitable for imc scotland), or edit and un-hide them causing them to
join the newswire.

The idea behind this feature is that community journalists in scotland
can post their stories to their own site, and without any extra work the
articles can feed up into our scotland-wide community news site.

I suggest we have a process to decide which sites we import articles
from, and obviously that the site concerned has agreed also. The idea of
doing this was suggested to me by a burgh angel person so I took the
liberty of starting the ball rolling with their rss feed.
