Initial drupal template

Note that this might not be every string but other strings can be
translated on the fly via the drupal interface (for which we could
make up accounts for anyone who wants to work on this)
I don't know how best to co-ordinate the translation work,
Perhaps we could start up a mailing list to discuss this stuff,
The files can be translated via a text editor but would be a lot
easier to translate using POEdit (http://www.poedit.net/download.php)
