Hmm. Bad to reply to myself but as far as LibCom feeds are concerned,
there's also:
http://www.libcom.org/tags/scotland (webpage)
http://www.libcom.org/taxonomy/term/1115/all/feed (feed)

Which includes both the news and the library articles. There aren't many
library articles and the ones that there are, are very good (IMO).

So I propose we add this feed in preference to the non-existent
news-tag-scotland one.
