A single button to do this might be helpful. In the meantime, users can be
blocked by Admins:

* Click on the username
* Click on their "Edit" tab
* Scroll down to "Status" and change it from "Active" to "Blocked"
* You can also alter their username to make it obvious that they're outcast
(useful if we later want to delete all these accounts) - I tend to add
"BLOCKEDSPAMMER" to the name, no point in being subtle.

(I'm not sure if we've ever had a problem with spammer accounts being
re-used though, so this might just be of recreational use only...)
